The Bank's mission coincided with the visits of the Social and Environment Panel of Experts (POE).

The Bank has drafted an Aide-Memoire that summarizes the main findings and recommendations of the mission for review and confirmation by the LHDA Management, the Commission and the Bank Management back in Washington.

Table of contents of the Memoire include:

  • Extension of the World Bank  Loan Closing Date, which has been extended to 31 December 2005
  • Project Completion Report
  • In-stream Flow Requirements
  • Operations and Maintenance
  • Institutional/Governance
  • Monitoring and Evaluation
  • Economic and Financial Issues
  • The Environment
  • Engineering

The Aide Memoire will be made available to interested parties once agreements have been finalized.

The World Bank has been supervising the implementation of the Lesotho Highlands Water Project from the early beginings to the present.

How Did the Bank rate current Performance at the LHDA in respect of the LHWP in September, 2004?

The main Project works in Engineering supervision continued to be rated Highly Satisfactory. Other ratings are expected to be Satisfactory in view of the agreements reached and the expectation that the extended duration of the of the loan provide time in which to resolve outstanding issues, particularly environment and social issues.
