World Bank Supervision Mission
The World Bank Supervision Mission was at the Lesotho Highlands Development Authority during August 31 to September 13, 2004. The Mission comprised Andrew Macoun (Team Leader), Peter Watson (Instream Flow Requirements (IFR) issues, Organisation and Manpower study and strategic issues) Dan Aronson and Roxanne Hakim (social development), John Ambrose (Environment), Rafik Hirji (Water Resources, IFR), Jonathan Nyamukapa (financial management), Stephan Klasen (economics) and Michel Wormser, Sector Director Finance, Private Sector and Infrastructure.
The Mission met with the Honourable Minister of Natural Resources, Mr Monyane Moleleki, the Principal Secretary Mr. Leleka, Honourable Minister of Finance Dr. Timothy Thahane and Principal Secretary, Dr. Majoro, the Lesotho Government Water Commissioner, Mr. Lesoma, the Lesotho Highlands Water Commission (LHWC) and the Lesotho Highlands Development Authority (LHDA) Chief Executive, Mr. E.L. Potloane and Senior LHDA Management.
The Bank's mission coincided with the visits of the Social and Environment Panel of Experts (POE).
The Bank has drafted an Aide-Memoire that summarizes the main findings and recommendations of the mission for review and confirmation by the LHDA Management, the Commission and the Bank Management back in Washington.

The Aide Memoire will be made available to interested parties once agreements have been finalized.
The World Bank has been supervising the implementation of the Lesotho Highlands Water Project since early construction days from 1991 to present in March-April and August-September every year.
The Lesotho Highlands Water Commission have requested a 12-month extension of the World Bank Loan, namely, Loan 4339-Phase 1B of the Lesotho Highlands Water Project. The request gives the Bank another 12 month of supervision work.
How Did the Bank rate current Performance at the LHDA in respect of the LHWP in September, 2004?
The main Project works in Engineering supervision continued to be rated Highly Satisfactory. Other ratings are expected to be Satisfactory in view of the agreements reached and the expectation that the extended duration of the of the loan provide time in which to resolve outstanding issues.
