Handing Over Thaba-Tseka Rural Development Centre

The Lesotho Highlands Development Authority handed over Thaba-Tseka Rural Development Centre to the Ministry of Education at a ceremony held at Thaba-Tseka on Tuesday 1st July 2003.
Speaking at this occasion the Acting Chief Executive of the LHDA, Mrs. Refiloe Tlali mentioned that the LHDA was nearing the completion of Phase 1 of the Lesotho Highlands Water Project. She mentioned that it was LHDA’s expectation that further phases of the Project would take place. However, the Treaty signed by the Governments of the Republic of South Africa and the Kingdom of Lesotho in October 1986, dictates that for every phase to be implemented, negotiations between the two Governments will have to take place.
To date, negotiations for Phase II of the LHWP are ongoing and have not been concluded to enable the implementing agency, the LHDA, to proceed immediately to Phase II. This delay, means that the operations of the LHDA are being reduced significantly and LHDA’s focus will only be on the operations and maintenance of the Project, whereas construction is virtually completed.
Mrs. Tlali pointed out that the implementation of Phase 1 of the Lesotho Highlands Water Project brought with it services to the nation such as clinics at ’Muela, Lejone and the Leribe Trauma Unit which have been handed over by the Project to the Government of Lesotho.
